Northwest Permanente (NWP) is seeking a Senior Financial Analyst to join our Accounting/Finance department. The Senior Financial Analyst reports to and works directly with the Manager of Financial Analytics to complete provider contract analytics and to support financial projects and deliverables for the department. Provides analytical support for hospital/facility/professional contract negotiations throughout the contract life cycle to the Director of Contracting and the Provider Contract Managers. Provides executive decision support on contract strategy and issues regarding implementation of negotiated terms. Interacts with analysts and leadership in other departments such as: Accounting, Financial Planning and Analysis, NWP Finance, Actuarial, Sales, Marketing Research and National Provider Contracting.

MAJOR ACCOUNTABILITIES

• Performs data capture, validation and analysis
• Organizes data into meaningful information
• Ensures provider data quality and contract performance
• Resolves contract set-up issues
• Creates reports and presentations
• Analyzes financial and utilization data related to providers
• Models proposal scenarios and analyzes the impact of counter-proposals
• Provides advice on alternative contract terms and methodologies
• Compares contract rates to internal and external benchmarks
• Analyzes final contract terms and projects financial impact
• Validates compensation exhibits for new and renewing contracts
• Participates in business cases involving make or buy decisions
• Participates in projects of moderate complexity as assigned, and may lead projects of low complexity
• Performs data reconciliation with providers as required
• Report analyst duties, including but not limited to, design and develop automated actionable reports, (routine, dashboard or ad hoc), to inform decision makers, managers or other users in a timely fashion
• Data analyst duties, including but not limited to, assist in the research, analysis and remediation of moderately complex data issues that directly impact reporting and analysis.
• Business systems analyst duties, including but not limited to, help define business rules applicable to the development and/or use of the application.

MINIMUM REQUIREMENTS

• Master of Business Administration (MBA) or Public Health (MPH) or Master of Arts (MA) in Finance Accounting, Economics, Healthcare Administration or related field or equivalent combination of education, knowledge and work experience.
• Minimum of 3 years experience in complex financial modeling and analytical techniques (e.g. life cycle modeling, cost-benefit analysis, IRR, and payback period determination, buy-or-lease analysis, etc.)
• Minimum of 5 years experience in related position or 3 years experience in healthcare, specifically in financial analysis and planning
• Minimum of 5 years demonstrated effective use of PC and software, including spreadsheets, word processing, graphics, database management, query and data retrieval languages
• Must understand all aspects of Managed Care, including institutional and professional contracting as it relates to Commercial, Medicaid and Medicare lines of business and capable of incorporating into contracting strategy and reimbursement methodology
• Understand provider contract types, concepts and data
• Understand contracting and negotiating process
• Strong problem solving skills
• Must possess a command of varying payment methodologies: MS-DRG, APC, CPT, Capitation, Fee-for-Service, RBRVS, Per Diem, Per Case and Percent of Charges; and an understanding of performance/risk-based payment concepts and structure a plus
• Demonstrated ability to apply mathematical and financial techniques to complex analyses
• Ability to integrate sophisticated financial analysis techniques with financial modeling
• Strong computer skills with either SAS or SQL, advanced knowledge of Microsoft Excel and other analytics or database software
• Excellent oral and written communication skills, including explaining complex technical and financial information in a manner that is easily understood by non-technical people
• Ability to deliver presentations to all levels of management
• Demonstrated project management skills
• Ability to work on multiple projects with competing time-resource needs simultaneously
• Ability to negotiate and persuade – Strong interpersonal skills
• Must be adaptable and flexible. Must be a "self-starter" with a strong sense of initiative and follow-through
• Ability to work independently in high-pressure circumstances with little or no supervision

PREFERRED QUALIFICATIONS

• Experience in modeling and analyzing provider contracts
• Advanced knowledge of and experience in Medicare reimbursement methodologies for providers
