Northwest Permanente (NWP) is a self-governed (physician led), multi-specialty group of over 1,500 physicians, surgeons, and clinicians, caring for over 570,000 members in Oregon and Southwest Washington.  We currently have a position available in our Portland office as Physician Recruitment Specialist 1 to support our Recruiters to hire the best physicians and affiliated clinicians for the Northwest region of Kaiser Permanente. 

JOB PURPOSE

The Recruitment Specialist works directly with medical department chiefs, physician team leaders, NWP Director of Recruitment and Retention, NWP Professional Staff Recruiters and candidates to achieve physician staffing targets for the Northwest regional service area. This position is also responsible for facilitating compliance with credentialing and privileging requirements of NCQA, JCAHO, MDQC and affiliated hospitals; and for providing general technical, administrative and project assistance. This position reports directly to the Recruitment Manager.

MAJOR ACCOUNTABILITIES

Act as a key contact for interested candidates. Direct communication with candidates requires continuous initiative to facilitate timely hiring, excellent customer service, professional interactions, well-developed problem solving skills, and a high level of discretion. Duties include the following:

  • Work collaboratively with recruiters to define and understand required training, licensure, privileges, practice responsibilities and special skills required of candidates. Initiate Recruitment Authorization (NWP "posting") and Physician Search Profile.
  • Coordinate and provide accurate new-hire employment information to multiple components of NWP (including affiliated hospitals, KP clinics, scheduling departments, NWP administrative staff and others) to assure preparedness of delivery system and human resource functions for clinician's arrival.
  • Develop on-site interview schedules for selected candidates. Requires close collaboration with department chiefs, other physicians, and the medical scheduling staff.
  • Coordinate with hotel, restaurant/ banqueting, real estate agents and other outside vendors to develop candidate travel and interview arrangements.
  • Prepare and submit all HR files to be reviewed by recruitment management and presented to the Senior Operations Team for hiring approval.
  • Responsible for tracking new hire relocation, DEA, and licensing reimbursement. Also responsible for reconciling individual corporate card expenses in a timely fashion.
  • Work with NWP physician leads, recruiters and chiefs to coordinate moonlighters, agency physicians and NWP locums. Initiate and complete hiring process within NWP guidelines.
  • Maintain up-to-date file management for moonlighter, locum and new staff hires.
  • Collaborate with the Regional Quality Resource Management Department to assure compliance with NCQA, JCAHO and MDQC standards. Research candidates' training, licensing, employment and sanction issues for clarification. Continuously review processes for improvement. Working knowledge of all standards and high degree of initiative required.
  • Provide general technical, administrative and project assistance to the recruiters. Most assistance relates to special recruiting needs of difficult-to-fill positions.
  • Maintain proficiency with applicant tracking/HRIS system for staff, locums and moonlighting physicians. Monitor and disseminate employment information regarding all hires as required.
  • Understand NWP physician employment contract language, populate locums/moonlighters contracts. Requires ability to write contract language consistent with negotiated terms.
  • Responsible for timely update and dissemination of NWP Staffing Report including: Recruitment Report, Starting Dates Report, Agency Locum Report, and Moonlighter and NWP Locum Reports. Create and disseminate monthly Board of Directors Report.

MINIMUM QUALIFICATIONS

  • Associate degree in human resources, business or related field; or equivalent combination of experience and education.
  • Minimum two ( 2) years experience in professional recruitment or related field.
  • Proficiency with e-mail, word processing, database and applicant tracking software.
  • Strong interaction skills with overall focus on meeting internal and external customer needs. Excellent verbal and written communication.
  • Ability to deal effectively with high volume email and telephone communications.
  • Demonstrated problem-solving skills recruiting difficult-to-fill professional positions. Highly developed organizational and prioritization skills.
  • Adaptable and flexible with a strong sense of initiative and follow through. Ability to work independently or collaboratively with others as required and with only general supervision
  • Working knowledge of recruitment principles and processes and credentialing/hiring standards for health care professionals or other executive/professional groups. General understanding of discrimination law in employment.

PREFERRED QUALIFICATIONS

  • Bachelor degree in human resources, business or related field; or equivalent combination of experience and education.
  • Minimum three (3) years experience in human resources field, with specific experience recruiting and hiring health care professionals.
  • Proficiency with e-mail, word processing, database and applicant tracking software.
  • Strong interaction skills with overall focus on meeting internal and external customer needs. Excellent verbal and written communication.
  • Ability to deal effectively with high volume email and telephone communications.
  • Demonstrated problem-solving skills recruiting difficult-to-fill professional positions. Highly developed organizational and prioritization skills.
  • Adaptable and flexible with a strong sense of initiative and follow through. Ability to work independently or collaboratively with others as required and with only general supervision.
